Like you guys this issue was driving me crazy, and after a few hours I finally found a workaround that will fix MB3's freezing issues.
Firstly make sure your sound drivers are up to date. If you're using an onboard Realtek like I am there should be a 'Windows-Ready' driver on their website, or from Windows Update. Find 'SBXFIMB3.exe' in Task Manager and force close it. Then go to sound devices, and disable the playback and/or recording device(s) that MB3 is using. Now, starting up MB3 will either freeze again, or tell you that there isn't a supported audio device. If it froze, force quit it in Task Manager again. Go ahead and re-enable the sound device(s) that you disabled earlier.
MB3 'should' now open normally. If that didn't work, then go back into task manager and force-quit MB3 again, then right click on the sound device(s) ->Properties ->Advanced, and check both checkboxes under 'Exclusive mode'. MB3 'should' now start normally. If it still doesn't, go back into task manager, and force close MB3 (again), then go back to where you found Exclusive mode in the previous step, and try fiddling with the 'Default Format' frequency. Mine worked with 24 bit 48000 Hz (Studio Quality) for the Playback device, but since I don't use VoiceFX I can't tell you what to try for that. And if it STILL doesn't work, right click on the MB3 shortcut ->Properties ->Compatibility, then check 'Run this program in compatibility mode for:' ->Windows 7.
